SUMMARY:AHCA JUNE MEETING
DESCRIPTION:Come early for refreshments and socializing! Doors open at 6:30. \nAgenda: \n\nNelly Custis Park Planning. The Nelly Custis Design Working Group begins its efforts on June 7.  A design should be completed late summer or early fall with the hope to bring it to the Civic Association for approval later this fall.  The timeline will be posted on the project’s web site in the near future. Visit https://projects.arlingtonva.us/projects/nelly-custis-park/for updates.\nWater Pollution Control Plant. A consultant for the Water Pollution Control Plant will talk about the master plan for dealing with solids at the plant. County staff have identified four options\, from simply upgrading the current process to building a digester to generate biogas to power the plant or perhaps as fuel for buses. Although staff believe emissions from biogas combustion would be minimal\, burning of biogas at the plant would represent a continuous point source of emissions affecting air quality in the immediate area. However\, the results of an air quality modeling study will not be known until after the master plan is finalized.A “regional solution” involves trucking biosolids to the nearby Blue Plains plant in DC. This could reduce initial capital investment and point sources of emissions. Staff is investigating this solution\, but it is currently not being considered as an option in the master plan.In all\, there appears to be a desire to work collaboratively with the community\, but the neighborhood will have to stay engaged and push for the final master plan to include responses to the air quality study and regional solution.\nPlanning for the Boo-Ha-Ha Festival. Planning is well underway for the fall festival held in October each year. Jenny Sullivan will update us on plans to increase sponsorship\, provide a mechanism for neighbors to donate\, recruit volunteers and performers\, etc.

Department of Parks & Rec staff will give a short overview of the planning for South Park\, a property adjacent to Four Mile Run\, between Route 1 and Potomac Avenue. We will hear about opportunities for the public to weigh in on a final concept plan. \nAlfonso Lopez\, three-term Delegate to the Virginia House of Representatives for the 49th District\, will come talk about his legislative priorities and answer your questions. Possible topics: airport noise\, name changes for Jefferson Davis Highway\, the defunct Dominion site at 18th and Ives\, transportation and Metro\, plans for encouraging business growth\, impact of I-395 express lanes. \nTraffic study of S. Eads and S. Fern. Transportation engineer Dan Nabors will come talk about the County’s traffic study of these streets\, preliminary results\, and possible mitigation measures.

The applicant and County staff will be at the meeting to discuss the application and answer questions.\nVirginia Highlands Park Renovation. Arlington’s Capital Improvement Plan included funding to begin public outreach in anticipation of west-side park renovations (everything west of the soccer fields). Parks & Rec staff will be at our meeting to talk about the best way to engage the community in the redesign process (funding is not yet available for the design). It was only a year ago that the newly renovated east side reopened after a frustrating public engagement process that left many feeling that community input had been disregarded. Please come and let DPR know how you feel about the park and how you want them to get public input.\nChristian Dorsey. One of the two newest members of the County Board\, Mr. Dorsey will be at the meeting to talk about his priorities\, hear about yours\, and listen to the DPR’s presentation on Virginia Highland Park. Doors open at 6:30.\n Email president@aurorahighlands.org ASAP if you will need childcare. \n**Note Change In Venue!** : Aurora Hills Library\, Back Room \nMeeting Agenda \n\nIntroductions\nCommunity Updates\n\nRecent Civic Federation vote on Parkland Acquisition resolution\nNext AHCA social event\n\n\nFor Discussion\n\nPlanning for School CapacitySchool Board Member Emma Violand-Sanchez will speak at 7:15; come with your questions.\nBy 2025\, Oakridge Elementary is estimated to have 50% more students than it was built for.  One way the school board is likely to address this issue is through boundary changes.  Another potential way is through building new schools or expanding others.  Our area needs to make our voices heard about how we want the school board to address these capacity issues.  Right now\, the school board is in the process of formulating its Capital Improvement Plan\, which is the process by which it decides where in Arlington it will spend money for construction and building improvements for the next 10 years.  Without more community involvement\, we will lose our voice in the decision-making process.  We need to advocate now for money to be spent in our area for 2025 and beyond. \nIf these issues are important to you\, please Come to the AHCA meeting on Wednesday and \ncontact Rob Sidman at recordingsecretary@aurorahighlands.org to join the AHCA Schools Committee and learn more about what you can do to help.  We are putting together a group to strategize with our sister civic associations in 22202 about the most effective advocacy.\nProposal for a New Vision of Virginia Highlands ParkFunding is already in place for design replacement of the west side of VHP\, with construction anticipated in 2017–2018. The County is expected to allocate funds to redo the two softball fields along Joyce St. With so much of VHP dedicated to recreational fields and courts\, now is the time to consider whether the west side should be redeveloped so that it benefits all residents.\nAn AHCA subcommittee has drafted a proposal to restore balance to VHP by transforming the west side into a vibrant public park with creatively designed open green space. The vision is a park that would accommodate the broad constituency represented in our diverse and rapidly growing population\, and would benefit the neighborhood and the County in a multitude of ways. \nThis is not a proposal for a specific park design. It is to replace the exclusive softball fields on the west side with a different sort of community park.
