You are receiving this letter because we are preparing to make improvements to our Crystal Substation\, located at the intersection of South Hayes Street and South Fern Street in Arlington County\, Virginia. These improvements will allow us to continue providing safe\, reliable\, and affordable electric service to your community. \nCrystal Substation has been in operation for several decades\, and much of the equipment has reached the end of its service life. As part of this project\, we will replace the aging infrastructure and make both safety and operational improvements. In order to complete this work\, we are proposing an expansion of the existing substation. \nOur proposed expansion involves a land exchange agreement with Arlington County. We would like to exchange existing property on South Ives Street and 18th Street (approximately 10\,000 square feet) and acquire approximately 14\,250 square feet of the adjacent parcel owned by Arlington County. This parcel is located to the west of the substation. In early July 2020\, we submitted a rezoning application to the County Board to rezone our substation property to C-O-2.5. \nIn addition to expanding the substation\, our team believes there is a great opportunity to improve the look of the substation to match the current and future vision of the National Landing area. These improvements include: \n\n  removing the existing lattice roof\n  transforming the brick building into an enclosed modernized building\n  landscaping\n  creating a green space area\nWe welcome feedback on our plans through September 2020\, when we plan to submit our Special Use Permit for the November County Board meeting. We are also planning on holding a virtual community meeting to review the project on Thursday\, Aug. 13\, 2020 from 6 – 7 p.m. You will receive an invitation to this meeting in the coming days. Much has happened since our first Livability 22202 Framework document was published in November 2019\, and we have gotten much positive feedback from the County and developers for our united presentation. It has become a powerful\, useful tool endorsed by the Arlington County Civic Federation as well. \nFrom January to March 2020 we have organized three workshops on Housing and Open Space and begun work on two other areas – the Future of the Crystal City Underground and Route 1: Promoting East-West Accessibility. The purpose of this webinar is to share the work done by the four Livability committees\, as well as information on a number of related Big Picture issues\, and begin the process of community engagement and feedback. DESCRIPTION:On the agenda this month\, we have some informative sessions on volunteer initiatives and a presentation by Dominion Power about expanding the 18th street substation. \n\nEric McCleaf along with other CERT volunteers are excited to tell us about the Arlington CERT (Community Emergency Response Team) and answer any questions you may have about being trained to help first responders in the event of a disaster.\nNeighbor Stephen D’Alessio will talk and answer questions about the Arlington Community Corp. They are providing important services to our community right now and want people to know what we can do for them and how they can help us.\nRepresentatives from Dominion Power will share preliminary plans for expanding the electric substation at Hayes & Fern St\, which may include giving the County the now vacant contaminated lot at 18th & Ives for the grassy mew next to the substation on Hayes St.\n\nLike June\, the July monthly meeting will also be virtual\, via Zoom. Pre-registration is not required\, but if you do\, you can easily add it to your calendar.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nRegister Now for July AHCA Meeting\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThis will be AHCA’s second virtual meeting. Like June\, the July monthly meeting will also be virtual\, via Zoom. Pre-registration is not required\, but if you do\, you can easily add it to your calendar. \nWe expect it to go well\, but there may still be hiccups. Our bylaws did not envision virtual meetings\, so we will not be performing any official actions such as making motions and taking votes. Or wondering why we aren’t already doing more to make these resources more useful for the neighborhood? Wondering what our fellow neighbor Amazon has been doing during the Covid crisis or how the HQ2/MetPark buildout is going? And what about all of the businesses and restaurants in our area\, many locally owned – how have they been holding up? \nThen join us Wednesday\, 7-9pm for our June meeting\, as we’re fortunate to have a terrific lineup talking about those topics. Each 10-20 minute presentation will be followed by a 10 minute Q&A session. \n  \n\nPhil Myrick\, CEO of Project for Public Spaces (PPS) will be our headliner\, speaking about the value of public spaces (parks\, plazas\, sidewalks\, streets\, etc.) during the recovery\, and how we should be thinking differently about them long-term. We’re very fortunate to have him\, and very timely given all of the changes on tap for this area.\n  \nRead a few recent PPS articles\, “The Recovery Will Happen in Public Space” and “The Ligher\, Quicker\, Cheaper Transformation of Public Spaces” to get a taste of their expertise\, which echoes many of the important goals we’ve identified for the area in our own Livability 22202 work.\n\n  \n\nBrooke Oberwetter\, Head of External Affairs at Amazon will discuss their COVID response in the area\, progress on Met Park buildout and hiring\, and provide a community engagement update.\n  \nHopefully the pile driving for MetPark6/7/8 wasn’t so loud that you didn’t hear the call out to provide your feedback on the initial design concepts for the public space at Met Park or hear that Amazon has been supporting our 23rd street restaurants with massive orders for front line workers.\n\n  \n\nTracy Gabriel\, President of the Crystal City Business Improvement District will round out the presentations with an update on the work they’ve been doing supporting our businesses and the state of businesses in the area.\n  \nIf you’ve been following the news\, you’ll know the BID officially expanded to cover Pentagon City in Aurora Highlands last year. It is expected to be officially renamed National Landing BID soon\, and can begin officially programming in our area starting in July. We look forward to working more closely with them as they introduce their core set of services\, programming\, events and placemaking to all of National Landing\, while continuing to celebrate Crystal City\, Pentagon City and Potomac Yard as unique and distinctive communities.\n\n  \nThis will be AHCA’s first virtual meeting. We expect it to go well\, but there may be hiccups. Our bylaws did not envision virtual meetings\, so we will not be performing any official actions such as making motions and taking votes. DESCRIPTION:COVID-19 has changed all of our patterns recently\, including community outreach and awareness of development projects in Arlington County. The County has recently issued an ordinance on public meetings that will limit in-person participation in SPRC\, Planning Commission\, and County Board meetings. Since we in the 22202 zip code may experience the majority of development plans that will come before the Board\, it is important that we all stay informed and make our views known during the early stages of planning. Luckily we have a good partner in JBG Smith. \nIn advance of the expected SPRC meeting to be held by the County on JBG Smith’s development plans for 101 S. 12th Street\, JBG Smith is offering voluntarily an informal briefing open to the public for information purposes and questions. The Crystal City Civic Association is sponsoring this meeting since the development will be done in Crystal City in order to ensure substantial outreach to the community during the COVID-19 crisis which has made face to face meetings impossible. Anyone who plans to attend the virtual SPRC meeting (potentially in July) should plan to attend this virtual meeting. \nJBG will be hosting this virtual meeting on WebEx June 8 from 7-8 pm with a 20-25 minute presentation by JBG Smith followed by a Q and A period. This large-scale\, community-wide food collection event has set an ambitious goal to fill a 20-foot truck with the items most needed by Chirilagua residents and families. \n  \nTo participate\, donors can come to Calvary UMC and bring donated food and supplies to place in the truck. Items needed most are shelf-stable foods such as rice\, beans\, canned food and corn flour. \n  \n“Stuff the Truck” caps off a month-long fund drive to raise urgently needed resources for Chirilagua community.
