The property in question is located at 734 21st St. Additional information is available in a variance request.\n  \nSustainability Statement – Discussion & Vote\nThe AHCA executive committee has prepared a draft statement on areas we expect the county to address given expected growth in the area. Please review the draft statement on the aurorahighlands.org web site. A vote will be taken to endorse this as an official neighborhood position. Amendments may be offered. DESCRIPTION:The annual Love the Run You’re With 5K will take place in the area of Pentagon City on Sunday\, February 10\, 2019.  The Arlington County Police Department will implement the following road closures to accommodate the race: \n\nJoyce Street\, between S. 15thStreet and Army Navy Drive\, will be closed from 7:00 AMuntil 11:00 AM.\n15thStreet\, between S. Hayes Street and S. Joyce Street\, will be closed from 6:00 AMuntil 11:00 AM(The southern entrance to the Pentagon City Mall Garage will be closed for the duration of the event).\nArmy Navy Drive\, between S. Joyce Street and S. 23rdStreet\, will be closed from 7:00 AMuntil 11:00 AM.\n\nLocal street parking will be restricted and motorists should be on the lookout for temporary “No Parking” signs.  Illegally parked vehicles may be ticketed and towed\, particularly along S. Joyce Street near Pentagon Row. SUMMARY:January 2019 AHCA Meeting
DESCRIPTION:Accessory Dwellings: Neighborhood Case Study. In 2017 Arlington County amended its ordinance governing Accessory Dwellings (ADs). An accessory dwelling is a second dwelling – separate or within a main house – with kitchen\, bathroom\, and separate entrance on a single family lot. The Affordable Housing Master Plan identified ADs as an existing tool to help augment housing supply and to support older adults aging in place. A detail in the new regulations\, however\, precludes many existing detached structures from qualifying even if they meet setback and height requirements. We will hear about the case of one neighbor and a legislative fix he will be pursuing to address the Catch-22. \nElementary Schools—Boundaries and Projections. In late December\, the school board finalized school boundaries which will alleviate the decade-long overcrowding at Oakridge Elementary School by sending some students in our neighborhood to Hoffman Boston.  However\, APS continues to grow their student population at an unprecedented rate and even with the boundary change Oakridge will again be over capacity by 2021.  Arlington Ridge neighbor Colleen Pickford will share her experience in the Facilities Advisory Committee to look at the changing student population and the facility needs before APS in the coming years with a look at how that may impact our community.    \nWelcome to Amazonia. If the announcement that Amazon is likely to be our newest and biggest corporate neighbor has gotten your attention\, our meeting is for you. We’ll hear a presentation by members of the County Board and JBG-Smith\, the landowner/developer who would be working with Amazon to develop its new campus. Come with your questions about Amazon’s agreement with the County and State\, and the possible impacts or opportunities\, including new residential density\, schools\, housing affordability\, traffic\, proposed infrastructure\, employment\, and more.

SUMMARY:April 2018 AHCA Meeting
DESCRIPTION:  \nCome early for refreshments and socializing! Doors open at 6:30. \nAgenda: \nVirginia Highlands Park: Use of West Side. Staff from the Dept. of Parks and Rec will come for an open discussion with meeting participants about current and future uses of the west side of the park\, where the two softball fields and picnic area now are. We intend to raise (again) alternative community use of the space – either permanent or interim – and DPR’s plans for master-planning of the park and spending capital funds in the budget. Staff will give a brief presentation\, but will answer any other questions you have about scheduling\, reservations by commercial leagues and businesses\, maintenance\, etc. \nInvasive Plant Treatment for 31st St Site. The County will soon begin a 5-year treatment program for invasive plants at the 31st St. site used by DES for parking and construction. The proposed treatment was included in County’s short-term site improvement plan presented to AHCA in January 2017. The work includes cutting/removing and chemical treatment of the invasive plants. Details will be provided in the meeting presentation. \nOakridge Walk Zone Review. The results of the walk zone reviews conducted around each elementary school were reported to APS on March 22\, 2018. APS has conducted walk zone reviews and a community survey to identify possible areas for walk zone expansion and to see what infrastructure improvements would facilitate walking. The review was the first step in the process toward elementary school boundary changes. ACHA students will be affected by these changes. Come hear the details of the walk zone review and the next steps in assessing boundary changes. Public comment is still accepted\nthrough www.apsva.us/engage. \nWater Pollution Control Plant. At the March meeting AHCA heard a presentation on the County’s plans for upgrading sewage treatment and disposing of the residual solids\, which can be “cooked and digested” at the plant into fertilizer or trucked to the larger DC Blue Plains facility\, which already is processing solids into usable fertilizer. After a discussion about the cost and health effects from emissions under various alternatives\, AHCA passed a motion to send a letter to the County Board to motivate them to negotiate with Blue Plains to truck the solids there. The letter will be voted on at the meeting.

DESCRIPTION:  \nCome early for refreshments and socializing! Doors open at 6:30. \nMeeting Agenda \nElementary School Boundaries. Last month the School Board began a process to revise the elementary school boundaries for much of Arlington to take effect in the 2019–2020 school year. The boundary changes have been prompted by the opening of Alice Fleet Elementary School on the Jefferson School site in Fall 2019 and the movement of the Montessori program out of the Drew Model School and into Patrick Henry Elementary School also in Fall 2019. Students in the Oakridge community are expected to be affected by these boundary changes\, although no decisions will be made until later this spring. Later this month Arlington Public Schools (APS) will begin its official community engagement process\, focusing first on walk zones and option schools. \nColleen Pickford\, Oakridge PTA Vice President of Community Engagement\, will share some preliminary information on what to expect and how to track the process as it affects our community. She will be back at a future meeting for a more in-depth\ndiscussion. \n\nPenPlace. The undeveloped site on the north side of 12th St.\, across from Whole Foods\, will soon be undergoing a transformation. JBG Smith\, the owner of many properties in Pentagon City and Crystal City\, will be developing the southern half of the site\, known as PenPlace. Representatives from JBG will discuss their plans. Instead of the massive office complex originally envisioned\, the new plans include two mid-rise residential buildings\, ground-floor retail\, and a dog park. Do you have an idea for needed retail? Homemade ice cream shop? Bookstore? Hardware store? Whisky bar? Come with your ideas\, concerns\, and questions. The future of the northern half of the site is still unclear.

DESCRIPTION:Please join the county anytime between 4 and 7 p.m. on Wednesday\, January 31\, 2018 at the Aurora Hills Branch Library. \nThe project will re-build Army Navy Drive within the existing right-of-way as a “multimodal complete street” featuring enhanced bicycle\, transit\, environmental and pedestrian facilities. The goal of the project is to improve the local connections between the Pentagon and the commercial\, residential and retail services of Pentagon City and Crystal City. There will be a new\, physically separated two-way protected bicycle lane facility along the south side of Army Navy Drive\, in addition to shorter and safer pedestrian crossings.
